AQUA is a Learner Management Information System created for recording learner enrolment details in a fast, accurate, fully validated format. This data capture facility enables a smooth transition from data input to producing an Individual Learner Record (ILR) in compliance with the Local Learning and Skills Council s (LSC) stringent requirements.
AQUA is written and used by Birmingham City Council, the largest Local Education Authority in the UK. It is also used by 80 other Local Education Authorities and External Institutions, supporting 250 users and responsible for attracting approximately £70 million pounds in funding from the Government for FE provision alone.
Due to the complexity of the requirements for funding to LEAs, for both Further Education and Adult Community Learning, Birmingham is in a unique position as a Software Supplier, of understanding the full requirements of its core business, and using the software to produce its own fully validated funding returns.
Monitoring student numbers, offering viable courses, maximising funding allocations, are all possible with AQUA. Learner Management Information Systems are not all about LSC funding requirements, but also about Best Value, Self Assessment and Performance Management around such items as Retention and Achievement, and a host of other business requirements. Standard reports within the system already cover all of the above, including the ILR, Performance Indicator Reports and the AE1/AE2.

The AQUA Filter enables Local Education Authorities to collect data from their partner colleges, indiscriminately of which MIS is being used at the colleges.
